Are you talking about Leake St tunnel ? , I was around that area a few weeks back and had no problems at all

It’s totally accessible to the public as its just a normal pedestrian footpath which has a lot of street art
Afaik you don't need permission - can be a popular spot though, so you might want to visit early. When I shot Mia there it was something like 7.30am on a very dreary winter morning - there was one guy adding some fresh artwork but it was otherwise pretty deserted
I've been there a number of times and wondered about doing a flame dance shoot there but it's obviously a popular tourist destination so maybe I will need to get out of bed extra early sometime...

Fire/smoke emitting devices are not permitted as excessive use sets off smoke/fire detectors in adjoining property and may cause concern or hazard to other tunnel users and neighbours. Please DO NOT use smoke grenades etc. Any such activity will be reported to the police.

I spent somewhere between 30min and an hour in there shooting with a model and a speedlight and nobody said anything, though that was early enough that hardly anyone was about. That was rather a spur of the moment thing after shooting another location, otherwise I'd have done the formfilling.
Perhaps there is a difference between 2 people and a camera Vs a photoshoot in that sense.

I am inclined to agree with trebor images . It is an enclosed space where smoke is likely to linger and cause a hazard. There are restaurants/bars there which would likely object if they are open at the time of your visit.
Other than that just show up and shoot.
Thanks guys for your input, maybe I'll try and use LED light sticks than flames ....
