A bulwark has nothing to do with anything maritime, it was originally a name for part of a castle's defences, like a rampart.

On a ship or boat, the bulwark is a protective region between the deck and the gunwales. This part of the vessel is situated along the side of the vessel and above the upper deck. It is, essentially, an extension of the hull along the outer edge of the deck that serves as a railing. Just for info.
