The system is designed this way because it forces creators uploading images to take responsibility for tagging those involved, as it’s something the site can't feasibly manage for every user. It’s also been discussed many times here that it’s not practical or fair to force creators to tag others for multiple reasons—it just isn’t possible.
When you upload an image, it’s your responsibility to ensure that all involved creatives are tagged. If you miss this step, it’s up to those other creatives to reach out and ask why. This platform acts as a middleman to connect creatives and showcase their work, but it doesn’t take the shot for you or force tagging. Some may not want to be tagged, some may not be on this site, and there are often more reasons not to tag than to tag. The onus is on you.
Often, I see images that were uploaded up to a year before finally hitting FPI status, and then you get models upset that the photographer hasn’t tagged them, or vice versa, with photographers complaining. My thought is—if it took you a year to check and now you’re upset? In those cases, I believe admin can step in to add the tag, but really, in the span of a year, you should’ve had a look at the work you were involved in or with people you’ve worked with.
Also, some models or photographers may choose not to be tagged if the work doesn’t meet the standard of what’s already showcased in their portfolio—that’s their choice. There may be other reasons they don’t want to be linked to that specific work, and that’s their right.
You agree on a shoot, do your best, act professionally, and create the images. You tag those involved if possible, and then you showcase the work. If someone chooses not to be tagged, you move on. The most important thing is that you act professionally and create the best quality work that everyone involved has agreed upon.
